The building, designed by Kivas Tulley, was built in 1848 as the Town Hall.

In 1862 the Town Hall became a county building when the county seat moved to Niagara. An addition was added to the original building in 1865 as a result.

The new Courthouse at James and Church Streets opened in 1983.
