From what iv gathered while working in old Niagara on the lake is this is a photo of soldiers gathered to celebrate the Armistice Day (Nov 11). This was the day the treaty was signed and world war 1 was ended, hence the gathering and celebration. Kaiser is apparently a word that derives from Germany. Kaiser is someone who in Germany, would be ranked higher than a king (ie. Emperor). On this day soldiers among others gathered in the streets and built a "kaizer" out of straw and would burn it in celebration nearly all over the world in lue of the war being over.
