The location of the tents appear to be south of the Whirlpool Rapids Bridge, however the accompanying Google location map places them immediately north. Guessing, but I would say the photo was taken from the former Canadian Pacific steel arch bridge which crosses into the US. CP decommissioned the line through the City of Niagara Falls in 2002, the bridge was closed awaiting demolition. It still stands in 2018.
